This picture is unusual for its subject: it names two women, Mrs. Thos. D. Schall and Mrs. Eugene Drendome, alongside the vice president as he delivers the electoral vote. The vice president presides over the joint session of Congress where electoral votes are opened and counted, so the scene places a constitutional ceremony in the Capitol. The National Photo Company, a Washington studio active in the early twentieth century, produced many such news pictures on glass negatives, and the faint streaks on this plate are typical of wear in aging emulsion.
