Pennsylvania Avenue runs up the middle of this 1860 watercolor, with the National Hotel on the left and the Capitol at the far end, still unfinished. In 1860 the building's wings stood, but its dome was not yet complete, so the scene shows a government seat in the middle of construction. Pennsylvania Avenue was the city's main ceremonial route and a busy commercial street, and hotels like the National catered to the members of Congress, job seekers, and visitors who crowded the capital during sessions. The drawing combines a pencil underdrawing with washes of color, a method common for city views of the period. Its record notes a second version of the same view, which suggests the composition was popular enough to be repeated.
