Taken on June 28, 1863, this north-east view shows the Capitol with its dome and front still unfinished, so the building appears as a half-built frame rather than the finished landmark it would become. Work continued through the Civil War, with Congress funding the expansion even as armies fought nearby, and the scaffolding and raw masonry in the picture reflect that effort. The albumen print, made from a glass negative in a process popular in the 1860s, records how the capital looked while the nation's future was in doubt.
