Superior, Wisconsin, in 1914 was a lake port in the early years of its shipping boom, with its docks and grain elevators busy through the navigation season. The summer of that year brought the outbreak of war in Europe, and the demand for American grain and iron that followed gave the harbor's shippers and railroad men reason to watch their cargo schedules closely. Wisconsin's politics that decade were shaped by the Progressive reform movement, and Governor Francis McGovern's administration was debating how the state should regulate railroads and utilities. Residents would have measured their town by the ships tied up along the bay, the rail yards that fed them, and the steady arrival of workers from across the Upper Midwest and Scandinavia.
