The title is a line of dialogue that points to the ticket: Wendell Willkie at the top, with Charles McNary of Oregon as his running mate, and a map in the drawing that suggests the candidates were covering the whole country. It was made within days of the Republican National Convention in Philadelphia, which nominated Willkie in late June 1940 and chose McNary, then Senate minority leader, for vice president. Willkie, a utilities executive from Indiana who had never held elected office, was a surprise nominee, and editorial cartoonists of the period often used maps to show regional strategy.
