Paul Conrad's drawing takes its cue from the kettles in the picture, which point back to Teapot Dome, the 1920s oil-leasing scandal of the Harding administration. Conrad, a longtime Los Angeles Times editorial cartoonist, made it in July 1989, when savings and loan failures and influence-peddling allegations at the Department of Housing and Urban Development were both in the news. Setting the two scandals side by side suggests that official corruption and the public money lost to it are recurring problems rather than new ones. The work was built up from ink, white correction fluid and pencil on layered paper.
