The caption places this photograph at Guánica, a port on Puerto Rico's southern coast, and describes the people shown as Black laborers bound for Cuba. U.S. forces landed at Guánica in July 1898 during the Spanish-American War, so the scene falls in a brief, unsettled period when both islands were changing hands and their sugar economies were being reorganized. Planters on both islands relied on seasonal and migrant labor, and workers moved between the Caribbean islands in these years. The date range is an estimate from the catalog record, so the exact occasion for the picture is best read with that uncertainty in mind.
