The record credits this glass negative to Louis Ludlow, though that title comes from unverified notes the National Photo Company wrote on the negative sleeve. If the name refers to the Indiana newspaperman who later served in Congress, he became known for the Ludlow Amendment, proposed in 1938, which would have required a national referendum before the United States could declare war. The plate dates to about 1924, when the company's Washington studio was photographing politicians, officials and visitors to the capital. Faint streaks and blemishes across the glass come from natural deterioration of the original coating.
