Published in Savannah, Georgia, around 1871 by C. Rogan, this lithograph commemorates the moment President Ulysses S. Grant signed the Fifteenth Amendment in March 1870. The amendment, ratified earlier that year, barred governments from denying a citizen the right to vote on account of race, color, or previous condition of servitude. Its caption records the signing and the copyright entry made at the Library of Congress, and the Library holds two impressions of the print.
