Published in *Harper's Weekly* on July 25, 1868, this wood engraving by Alfred R. Waud takes up the Bureau of Refugees, Freedmen, and Abandoned Lands, the federal agency Congress created in 1865 to aid formerly enslaved people and other displaced people across the South. By 1868 the Bureau's work was under dispute in Congress and in Southern states, and the magazine's readers followed those fights closely. Waud, a British-born illustrator who covered much of the Civil War and Reconstruction, drew for a national audience. It is a useful record of how Black civil rights were debated in the northern press.
