Few places in the early war were as closely tied to the question of freedom as Hampton, Virginia, the town beside Fortress Monroe, which this wood engraving depicts as a stampede of people fleeing slavery toward Union lines. In May 1861, Union general Benjamin F. Butler refused to return men who had reached the fort, calling them contraband of war, and word of that decision drew refugees from the surrounding plantations. *Harper's Weekly* printed the scene in its August 17, 1861, issue, one of the earliest pictorial records of the flight that the Union army would soon have to confront on a much larger scale.
