The title, *The State Vintners*, casts the government of the day as a wine merchant, dealing out a public commodity to its own advantage. The print was published in London on June 18, 1783, by W. Wells of Fleet Street, a publisher who sold colored satirical engravings to a public eager for political commentary. Cartoons like this one mocked ministers and their policies through pointed imagery and captions, and the color would have made the message easier to read at a glance. Mary Dorothy George catalogued it among the political satires held by the British Museum.
