The title, "The state cooks making peace-porridge," casts the government as a kitchen crew stirring a pot of peace, and the print names Augustus Keppel, Charles James Fox, Henry Seymour Conway and the Duke of Richmond as the ministers involved. It was published in London by E. Hedges on July 6, 1782, a few months after Lord Rockingham's government took office and began negotiating an end to the war in America. The subject list also ties the satire to talks with France, Spain and the Netherlands, and to the United States, so the cartoon comments on a diplomatic effort that many Britons found messy and divided.
