Galveston's waterfront in 1910 was the working edge of one of the busiest ports on the Gulf Coast, where cotton, lumber, and freight moved between ships and the rail lines that ran onto the island. The city had not yet recovered its nerve after the hurricane of September 1900, which killed thousands and flooded much of the island. Afterward, Galveston raised its grade with fill, and a seawall begun in 1902 was built along the Gulf side to hold back future storms. Civic life had also changed, since the city had adopted a commission form of government in 1901, a model many other American towns soon copied. Residents of the period knew the island as a port that had survived disaster and was determined to keep its trade.
