Galveston, Texas, in 1910 was still recovering from the hurricane of September 1900, which killed thousands of residents and flooded much of the island city. Afterward the city built a seawall along the Gulf side and began raising the street grade, lifting many buildings on jackscrews, a rebuilding effort that was still underway in the years around this view. The waterfront was the city's economic heart: its port handled large volumes of cotton, shipped through wharves and warehouses, and it ranked among the leading cotton ports in the country. Ships at the docks tied the island to Gulf shipping lanes and to the rail lines that carried goods inland, and Galvestonians of that day knew their city as a port that had survived the storm and kept working.
