Galveston, Texas, in 1910 was a port city still rebuilding after the hurricane of September 1900, which killed thousands and wrecked much of the island's low-lying east end. Residents responded by raising the grade of the town and beginning a massive seawall along the Gulf shore in 1902, work that continued for decades. Cotton was the lifeblood of the waterfront, moving through its wharves and warehouses to ships bound for Europe and other markets. After the storm, the city had also adopted a commission form of government in 1901, and in 1910 Galveston was known across Texas as the state's leading seaport and a town shaped by its hard-won defenses against the sea.
