Hotei, the round-bellied figure among the Seven Lucky Gods of Japanese folklore, is the subject named in this drawing's record, which is why he is often called a Japanese Santa Claus. The work is attributed to Isoda Koryūsai, an Edo-based ukiyo-e artist active between about 1764 and 1788, when images of the lucky gods were popular as good-fortune pictures. The catalog also gives a date of 1750 and subject headings about Tokyo drawbridges and foreign visitors in 1850 to 1900, which do not fit the artist's working years, so those details are best treated with caution.
