This wood engraving from the June 20, 1885, issue of *Frank Leslie's Illustrated Newspaper* shows a handover within the "wet" bloc in Congress, the lawmakers who opposed temperance and prohibition measures. Outgoing leader John Philip Hill is shown at left, congratulating Maryland Representative John C. Linthicum, who had been chosen to succeed him. The scene reflects how the 1880s debate over liquor regulation had organized members of Congress into informal factions, and the illustration offers a rare visual record of one of those internal transitions.
