Cleveland, Ohio, in 1918 was one of the largest industrial cities in the country, with steel mills, oil refineries and shipyards along the Cuyahoga River and the Lake Erie waterfront. Its population had grown rapidly over the previous two decades as immigrants from Central and Southern Europe and migrants from the American South arrived to work in its factories. The police department had to keep order in this crowded, noisy city while the United States was still fighting the First World War, and the autumn influenza epidemic would soon test the city's public services. Residents who saw a group portrait of the force would have known Cleveland as a fast-growing manufacturing center facing wartime demands and labor unrest.
