The subject here is Grace Hazen, shown at work testing radio wave meters at the Bureau of Standards in Washington, D.C., on May 19, 1925. The Bureau was the federal government's measurement laboratory, and its radio work in the 1920s helped set the standards that early broadcasting and aviation equipment depended on. The picture comes from the National Photo Company, a Washington studio that produced news and publicity photographs for newspapers and government agencies during this period. Its glass negative shows streaks and blemishes from the gradual breakdown of the original coating, so the print carries some of the physical history of the plate itself.
