The poster's own slogan sets it apart from the many Civil War posters that simply rally troops: it argues that the state's armed forces once served local bosses, the *caciques*, and the Republic's enemies, but now guarantee liberty and republican order. The Subsecretaría de Propaganda, the Republican government's propaganda office, issued it between 1936 and 1939, when the government was trying to win public trust for security forces reorganized after the military uprising of July 1936. Its message reflects the Republic's effort to present a loyal, reformed police and military as protectors of ordinary citizens, not instruments of rural landowners.
