Seven men gather in the White House cabinet room, with Franklin D. Roosevelt among them. The picture dates from somewhere between 1933 and 1945, the years of his presidency that spanned the New Deal and most of World War II, when cabinet meetings were where federal policy was debated and decided. The print was made by the National Photo Company and carries a copyright notice from Underwood & Underwood, two of the large commercial picture agencies of the era that supplied newspapers and magazines with images of officials. Group portraits like this were a staple of Washington news coverage in those years.
