Fort Peck, Montana, is the setting here, where Roosevelt spoke from the observation platform of his train during his 1934 journey across the drought-stricken plains of the Northwest. The stop tied the visit to the Fort Peck Dam, a large earthen project on the Missouri River that was part of the New Deal's public works effort to create jobs and control floods. The Associated Press distributed the photograph, and its caption points to the many addresses he gave from the train along that route, a reminder of how much presidential outreach then happened from railcars.
