Woodrow Wilson's second inauguration took place on March 5, 1917, not March 4, so the date on this glass negative is worth a second look. The record lists the day as March 4, and the title comes from unverified data written on the negative or its sleeve by the National Photo Company, a Washington commercial studio that documented the capital's public life in the early twentieth century. Wilson's swearing-in came as the country edged toward entry into the First World War, which gave the ceremony an unusually tense mood. The glass plate itself shows streaks and blemishes from the deterioration of its original coating.
