The record ties this glass negative to Woodrow Wilson's second inauguration, held in Washington on March 5, 1917. The swearing-in came about a month before Congress declared war on Germany on April 6, so the ceremony took place as the country was moving toward entry into World War I. The National Photo Company, a Washington commercial studio that recorded the city's public life for decades, made the image, and the collection is now held by the Library of Congress. Streaks and blemishes on the glass reflect deterioration in the original coatings, a common condition in negatives of this age.
