Angel Island, in San Francisco Bay, was in 1915 a place of federal business more than city life. The Army kept Fort McDowell there, and its batteries guarded the bay's approaches. Since 1910 the island's Immigration Station had also held and questioned arrivals by ship from Asia, most of them Chinese men subject to exclusion laws, and the process could take weeks or months. Across the water, San Francisco was hosting the Panama-Pacific International Exposition, marking the opening of the Panama Canal, and drawing crowds to a city rebuilt after the 1906 earthquake and fire. To most bay residents, the island was a fixed landmark seen from ferries and the city's hills.
