In December 1913, Providence, Rhode Island, still relied heavily on coal and building materials that arrived by schooner and steamer, and a new dock on the Providence River promised faster handling of that cargo. Coal moved from ship to rail siding and on to dealers who supplied homes and factories across the state, so every added berth gave the port more room to work. Winter made northern harbors hard to run, and finishing a pier in December suggests the contractors were pushing to have it ready for the coming season. Residents of the time would have understood the waterfront as the point where the state's fuel and freight came ashore.
