Carrollton, the seat of Carroll County in west Georgia, was in 1919 a town whose fortunes rose and fell with cotton. Farmers in the surrounding countryside sold their crops in town, and the courthouse square served as the center of commerce, county politics, and social life. The post-World War I years brought uncertain cotton prices and a return of returning servicemen to local farms and shops, while the town's schools and churches were a source of pride. Residents who lived through the decade would have measured their town mainly by the health of the cotton market and the steady work of its merchants and mills.
