In this November 1895 view, the Jefferson Building of the Library of Congress is still under construction, while a wooden shelter stands over Horatio Greenough's marble statue of George Washington in the right foreground on the Capitol grounds. The shelter was built to protect the statue through the winter, and it shows how the Capitol's grounds were being shaped around new buildings in the 1890s. Construction of the Jefferson Building began in 1889 and continued until the library opened to the public in 1897, so the photograph captures the project partway through.
