The dome of the Jefferson Building was still going up when this photograph was taken on October 12, 1893, so the view catches the structure midway through its making rather than in its finished form. The Library of Congress building, designed by John L. Smithmeyer and Paul J. Pelz, opened to the public in 1897 after more than a decade of work, and its ornate interior and copper-clad dome became one of the most visited monuments in Washington. Construction photographs like this one record the scaffolding, iron framing, and workmen that the finished building later hid from view.
