Miami in 1925 was a city of new construction and dredged shoreline, with its downtown spread between the Miami River and the edge of Biscayne Bay. Flagler Street, named for railroad builder Henry Flagler, served as the main commercial thoroughfare, lined with stores, banks, and the offices of real estate dealers. Along the water, crews were still filling low ground and dredging the bay to make room for parks and new subdivisions, which gave the waterfront a raw, unfinished look. Residents knew Miami as a town of constant building, where the clatter of construction and the growing flow of automobile traffic on freshly paved streets marked the years of the land boom.
