Dubuque, Iowa, in 1914 was a river city of roughly 40,000 people, squeezed between the Mississippi and steep limestone bluffs on the state's northeastern edge. Its early growth had come from lead mining in the 1830s, but by the 1910s its livelihood rested on factories, foundries, meatpacking, and wholesale trade that moved goods along the river and out over the rail lines. Many families were of German and Irish descent, and their parishes and parish schools shaped neighborhood life on the streets that climbed the bluffs. Downtown, residents argued over paving, streetcar service, and the condition of the riverfront, and the view of the water and the stacked rooftops was what most townspeople would have known their city by.
