This halftone reproduces a drawing by James E. Kelly that shows General George G. Meade gathered with his officers in a council of war, a scene the title places on the night before the Battle of Gettysburg. The caption card dates the event to June 30, 1863, and the picture was printed about four decades later, around 1905, so it reflects how the scene was imagined after the war rather than an on-the-spot record. Councils like this one, where commanders weighed whether to hold ground or withdraw, were central to Meade's decisions in the Gettysburg campaign. Kelly, a illustrator known for Civil War subjects, worked from such accounts to produce images that shaped popular memory of the battle.
