Cincinnati is the setting here, where a group of Rough Riders is pictured on the way to a reception honoring Theodore Roosevelt. The regiment, the 1st United States Volunteer Cavalry, was raised in 1898 for the Spanish-American War, and Roosevelt, who had led it as colonel, stayed a popular figure with its veterans after the fighting ended.
