Rather than showing a single ship or skyline, this silkscreen announces a piece of trade policy: the opening, on February 1, 1937, of the first foreign trade zone in the United States, on Staten Island. Under the Foreign Trade Zones Act of 1934, goods landed inside such a zone could be stored and processed without paying import duty until they entered American commerce. Credited to an artist named Herzog and produced by the Federal Art Project of the Works Progress Administration, the poster pairs shipping with smokestacks to suggest the port activity the zone was meant to draw.
