Arthur Balfour, the British statesman, appears in this February 1922 glass negative as treaties are signed. The date falls during the Washington Naval Conference of 1921 to 1922, where the United States, Britain, Japan, France, and Italy negotiated limits on naval arms. The National Photo Company, a Washington news studio, made the negative, and Herbert A. French gave it to the Library of Congress in 1947. Look for streaks and blemishes across the plate, which come from natural deterioration of the original coatings.
