Kansas City, Missouri, in 1909 was a rail and livestock city of roughly a quarter million people, with its stockyards and meatpacking plants in the West Bottoms and its freight yards spreading along the river. The Paseo, a broad north-south boulevard laid out under the park and parkway plan drawn up by landscape architect George Kessler, was one of the city's showpieces, meant to link downtown with the new parks and draw the well-to-do families moving to the Country Club District. Residents saw it as proof that the city intended to be more than a stockyard town, and Sunday drives, bicycles, and the first automobiles made the avenue a place to be seen. This 1909 view of the Paseo captures that moment of civic ambition, when wide streets and green medians stood for the city's hopes.
