Camp Merritt sat in Bergen County in 1919, on a plateau where the Palisades rise above the Hudson, in a countryside still mostly dairy farms and orchards. Just to the east, quarry crews were cutting into the trap rock cliffs, and the crushed stone fed the road building that followed the war. The Palisades Interstate Park Commission, formed in 1900, was working to keep the cliffs from being stripped away entirely. Across the river, the Hoboken piers kept troopships and cargo moving, and the commuter railroads carried local workers to New York each day. The influenza epidemic that had swept army camps in 1918 was still fresh in local memory.
