Camp Merritt in 1919 ran the army's wartime machinery in reverse, sending soldiers home from the Palisades plateau in Bergen County, New Jersey. Across the northern part of the state, the Paterson silk mills and Newark's leather and metalworking shops were working through the postwar adjustment, and many former factory hands were still waiting to be rehired. In January 1919 the Eighteenth Amendment had been ratified, and across New Jersey people argued over what the coming federal ban on liquor would do to saloons and local tax revenue. For the camp's neighbors, the daily sight of supply trucks, ambulances, and men in olive drab showed that the war had ended but the army's work was far from finished.
