In 1873 Moline, Illinois, was a river manufacturing town of several thousand people on the Mississippi's Illinois shore, opposite the Rock Island Arsenal, a federal post established on the island in 1862. Many of its foundry and implement workers were Swedish and German immigrants, and their Lutheran congregations were among the town's growing institutions. Residents knew the Mississippi bridge at Rock Island, completed in 1856, as the link that tied their factories to Iowa and the rail lines beyond. That September, the national financial panic began to strain manufacturers who had expanded during the postwar boom.
