Herbert Hoover was in the presidency's final stretch when this glass negative was made, and the record places the scene on February 19, 1929, a little over two weeks before he took office on March 4. The National Photo Company, a Washington studio that documented politics and public life in the early twentieth century, made the picture, and its collection is a major source for images of the capital in those years. The title and date come from data the company wrote on the negative sleeve and a related negative, so they are not fully verified. Worth noticing are the streaks and blemishes on the glass, which come from the aging of its original coatings.
