Commissioner Fred A. Fenning receives a group of fire department officials in this June 10, 1925, scene, which connects the picture to the city's fire service. The glass negative comes from the National Photo Company, a Washington firm known for documenting the capital in the early twentieth century. The title was written by the company on the negative or its sleeve and has not been independently verified. Look closely and you will see streaks and blemishes caused by natural deterioration of the original coatings. Herbert A. French gave the negative to the Library of Congress in 1947.
