Dallas in 1912 was a city where streetcars carried much of daily life, and the Oak Cliff Viaduct gave those lines a level, dry route across the Trinity bottoms into the southwestern neighborhoods. Workers in Oak Cliff could now commute to the business district without waiting for floodwaters to recede. The span was part of a wider effort by city leaders to tie outlying districts to the central city and to Fair Park, where the Texas State Fair drew large autumn crowds. Downtown merchants had reason to feel the city's retail reach was growing, since Neiman Marcus had opened its first store in Dallas only five years earlier, in 1907.
