Monitors in ordinary were laid up at League Island Navy Yard in South Philadelphia, stripped of crews and held in reserve rather than kept in active service. The low-freeboard, turret-armed monitors were a Civil War design, and by the 1890s many had outlived their usefulness, so the navy kept them on hand in case they were needed again. The Detroit Publishing Company, which sold photographs of American scenery and industry through its catalogues, made this 8 by 10 inch glass negative between 1890 and 1901. The record notes that no ships are visible in the frame, so the picture is best read as a record of the yard and its waterfront.
