Brookville, the seat of Jefferson County in northwestern Pennsylvania, was a small town in 1914 whose economy rested on the surrounding forests, where lumber, hemlock bark for tanning, and related timber work provided most local jobs. Rail lines carried those products out of the hills, and the town's shops, stores, and courthouse square served farm families and woodsmen from the county's outlying villages. Summer Chautauqua meetings, traveling assemblies that combined lectures, concerts, and readings under a tent or in a grove, were then among the most anticipated social events in towns like this one. A parade for such an event would have drawn townspeople into the streets to see the decorated floats and marching groups, which reflected the period's strong interest in education, temperance, and civic improvement.
