The sitter is Patrick B. O'Sullivan, identified as being from Connecticut, though that title comes from unverified data the National Photo Company recorded on the negative or its sleeve. The glass plate is dated to about 1923 based on other negatives in the same range. The National Photo Company, based in Washington, D.C., produced a large body of pictures in the early twentieth century, and this glass negative came to the Library of Congress as a gift in 1947. The streaks and blemishes visible on the plate result from natural deterioration of its original coating.
