Few portraits in the National Photo Company collection record a federal judge as precisely as this one, dated March 20, 1923, which identifies the sitter as Oscar E. Bland of the Court of Customs Appeals. That tribunal heard disputes over import duties and sat in Washington, D.C., where its members were often photographed for newspapers. The National Photo Company, active in the capital in the early twentieth century, made many such portraits on glass plates, and this negative's surface shows streaks and blemishes from the gradual breakdown of its original coatings.
