Senator Swanson is shown with a World Court address dated December 17, 1925, during a debate over whether the United States should join the Permanent Court of International Justice. President Coolidge had urged Congress that month to consider membership, and the question divided lawmakers for years afterward. The picture is a glass negative from the National Photo Company, a Washington studio whose work documents the capital in the 1910s and 1920s. Streaks and blemishes on the glass come from the natural breakdown of its original coating, which is part of what makes the image worth a closer look.
