The title places three men together at a commemoration of the 219th anniversary of Benjamin Franklin's birth, which fell on January 17, 1925. Secretary of the Interior Hubert Work and a Senator Ball appear alongside Mark Lansburgh, and the picture reflects the Washington custom of marking Franklin's birthday with public observances. The National Photo Company, a Washington studio that recorded city officials and events in the early twentieth century, made this glass negative, which preserves the formal look of such occasions in that period.
