Dated February 9, 1925, this picture records a meeting between Secretary Wilbur and Carl T. Vogelgesang, captured on a glass negative from the National Photo Company. That Washington press agency documented government officials and public events during the 1910s and 1920s. The record gives only "Sec. Wilbur," which most likely refers to Curtis D. Wilbur, Secretary of the Navy under President Calvin Coolidge. Glass plates were the standard medium of press photography in this period. The negative also shows streaks and blemishes from the natural deterioration of its original coating, which are worth noticing when studying the image.
